Project “Designing government intervention in entrepreneurial finance: impact on venture capital and entrepreneurial ecosystems”

Funding agency: MIUR (The Italian Ministry of Education, University and Research)

Principal investigator: Prof. Anita Quas (University of Milan)

Lead investigators for local units: Prof. Massimiliano Guerini (Politecnico di Milano)

Years: 2023-2025

Amount: 200,647 Euros

This project is funded by MIUR under the PRIN program 2022. The research project is coordinated by Università di Milano (National coordinator) and involves Politecnico di Milano as a local unit. The project intends to generate new theoretical insights and empirical evidence concerning the design of effective government programs which are meant to increase the supply of venture capital (VC) funds for innovative startups and, ultimately, to promote the development of robust entrepreneurial ecosystems. The project research objectives are twofold. The first objective is to understand how the design features of government intervention influence its effectiveness. The second objective is to evaluate the systemic impact of the heterogeneous forms of government intervention. We address our research questions in the European context, exploiting both the heterogeneity of the policy initiatives at the regional, national and sovra-national levels, and the heterogeneity of the frameworks in which these initiatives operate. Results from this project will be essential to identify best practices of government intervention in entrepreneurial finance and inform effective evidence-driven policy making.
